“Digital Transcript” ก้าวสำคัญสู่การยกระดับการศึกษาไทยในยุคดิจิทัล
โครงการ Digital Transcript ถือเป็นหมุดหมายสำคัญของการปฏิรูปการศึกษาไทยสู่ยุค Digital Transformation อย่างเป็นรูปธรรม โดยมุ่งเน้นการอำนวยความสะดวกให้แก่นิสิตนักศึกษา รวมถึงหน่วยงานที่เกี่ยวข้อง ผ่านการลดภาระงานเอกสาร ประหยัดค่าใช้จ่ายในการออกใบทรานสคริปต์ และสนับสนุนการดำเนินงานของมหาวิทยาลัยด้วยการออกเอกสารสำคัญทางการศึกษาในรูปแบบดิจิทัล
ระบบ Digital Transcript นี้ใช้เทคโนโลยี PKI (Public Key Infrastructure) หรือเทคโนโลยีกุญแจคู่ พร้อมลายมือชื่อดิจิทัล (Digital Signature) ที่ได้รับการรับรองจากผู้ให้บริการที่เชื่อถือได้ ผู้รับสามารถตรวจสอบความถูกต้องของเอกสารได้ทันทีผ่านซอฟต์แวร์พื้นฐาน เช่น Adobe Acrobat Reader หรือผ่านเว็บไซต์ https://edocvalidation.digitalgov.go.th/validate ได้อย่างสะดวกรวดเร็ว
ในระยะแรก สำนักงานพัฒนารัฐบาลดิจิทัล (สพร.) ได้ร่วมกับสถาบันอุดมศึกษาหลายแห่งผลักดันให้มีการจัดทำ “Secure Transcript” ซึ่งเน้นความปลอดภัยและป้องกันการปลอมแปลงข้อมูล และในอนาคตจะต่อยอดสู่ “Smart Transcript” ที่สามารถแลกเปลี่ยนข้อมูลระหว่างหน่วยงานได้อัตโนมัติผ่านไฟล์ XML ซึ่งจะเป็นรากฐานสู่การสร้าง Big Data เพื่อพัฒนากำลังคนให้สอดคล้องกับทิศทางประเทศ
ปัจจุบัน มีสถาบันอุดมศึกษาพร้อมให้บริการ Digital Transcript แล้วกว่า 98 แห่ง ทั้งจากภาครัฐและเอกชน เช่น จุฬาลงกรณ์มหาวิทยาลัย มหาวิทยาลัยมหิดล มหาวิทยาลัยเชียงใหม่ มหาวิทยาลัยเกษตรศาสตร์ และมหาวิทยาลัยธรรมศาสตร์ เป็นต้น นอกจากนี้ ยังมี 194 หน่วยงานภาครัฐ ใน 19 กระทรวง ที่พร้อมรองรับเอกสารดิจิทัลประเภทนี้ เช่น สำนักงานปลัดสำนักนายกรัฐมนตรี กรมบัญชีกลาง กรมการขนส่งทางบก กรมควบคุมโรค และสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ฯลฯ
โครงการ Digital Transcript จึงนับเป็นก้าวสำคัญที่ไม่เพียงยกระดับระบบการศึกษาของประเทศ แต่ยังเป็นแรงขับเคลื่อนที่สอดคล้องกับนโยบายรัฐบาลดิจิทัล สู่เป้าหมายการเป็น Smart Nation ที่มี Smart Life อย่างแท้จริง

“Digital Transcript” Marks a Milestone in Thailand’s Digital Education Transformation
The launch of the Digital Transcript project marks a significant step in Thailand’s journey toward true Digital Transformation in education. Designed to enhance convenience for students, universities, and all related parties, the initiative reduces administrative workload, lowers document processing costs, and shifts away from traditional paper-based transcripts to secure, verifiable digital documents.
At the core of this transformation is PKI (Public Key Infrastructure) technology, which enables digital signatures verified by trusted certificate authorities. Recipients can easily verify the authenticity of the transcript using standard software such as Adobe Acrobat Reader, or through the official Web Validation Portal at https://edocvalidation.digitalgov.go.th/validate, eliminating the need to contact the issuing institution directly.
In its initial phase, the project—led by the Digital Government Development Agency (DGA)—introduced the “Secure Transcript”, digitally signed and tamper-resistant. Moving forward, it aims to implement the “Smart Transcript”, which includes XML data files that enable automatic data exchange across agencies. This will lay the groundwork for building Big Data systems to align human resource development with national strategies.
Currently, 98 higher education institutions—including Chulalongkorn University, Mahidol University, Chiang Mai University, Kasetsart University, and Thammasat University—have adopted the Digital Transcript system. Additionally, 194 government agencies across 19 ministries, such as the Office of the Prime Minister, Ministry of Finance, Ministry of Education, Ministry of Public Health, and Ministry of Digital Economy and Society, are ready to support and verify these digital documents.
The Digital Transcript initiative not only modernizes academic documentation but also serves as a vital step in realizing Thailand’s vision of a Smart Nation and Smart Life, where digital innovation enhances efficiency, transparency, and accessibility in every sector.
